林文一 教授
老師介紹 (RESEARCH PROFILE)
林文一教授現任國立臺北大學都市計劃研究所教授，是從人文地理學的理論深度重新界定都市再生及都市治理問題的重要台灣學者之一。他擁有英國倫敦大學國王學院地理學博士，以及中原大學建築學碩士學位，學術及專業養成橫跨建築、規劃與地理，使其研究能在空間形式、制度治理、日常生活與地景間建立連結。
林教授長期深耕都市治理、規劃理論、都市再生、移動性與數位治理，企圖追問政策、治理技術、資本與公民如何共同生產城市與空間，以及哪些群體與地方因而被納入、規訓或排除。從臺北與上海的創意街區、公共自行車和共享城市，到土地數位化與智慧治理，他透過田野與質性研究，揭示進步規劃話語背後的權力關係。成果發表於《Urban Studies》、《Geoforum》、《Journal of Transport Geography》、《Mobilities》及《Political Geography》、《Environment and Planning》等國際期刊。
近年，林教授將研究推向全球科技地緣政治前沿，聚焦臺灣半導體、科學園區與人工智慧基礎設施。他與倫敦大學學院Ayona Datta教授等國際學者合作，從「矽盾」、科技威權領土與具身國家技藝等概念出發，分析臺灣在全球供應鏈、主權競逐與地方發展間關鍵而矛盾的位置；並將邊緣區域、政治經濟脈絡與地方社群納入視野，使「護國神山」背後的支撐系統與社會代價重新可見。他曾任都市計劃研究所所長及國立臺北大學國際長，長期推動跨國合作、人才培育與學術實務對話，並曾擔任中央及地方多項政策或計畫的顧問或委員。他兼具批判理論的敏銳度、跨國比較視野與介入公共議題的能力，致力使都市計劃超越技術性的空間安排，成為理解權力、回應不平等並想像城市未來的知識實踐。
Prof. Wen-I Lin serves at National Taipei University (NTPU). He was the Head of Institute of Graduate Institute of Urban Planning (GIUP), and the Dean of Office of International Affairs (OIA) between 2017 and 2023. He has a cross-disciplinary background and expertise between urban planning, community activation, urban geography and architecture. His research focuses on broad topics and issues of the governing city, space, and community, such as the governance of sharing mobility, creative and smart city building, urban regeneration and community governance. He has served on the Academic Committee of Regional Science and Geography (2017-2019; 2021-2023) in Taiwan’s Ministry of Science and Technology (MOST) and National Science and Technology Council (NSTC). Currently, he also serves as the core policy advisor of community policy and urban planning for central and local state, such as National Land Management Agency, Planning Authority of Taoyuan City Government and Taipei City Gvoernment.
